The functions of General Directorate for preaching and guidance
  1. Selecting the preachers and religious leaders, and working on their training and managing their own affairs.
  2. Granting permits to preachers and religious leaders in the Sultanate.
  3. Identifying the Ministry's activities through various media outlets.
  4. Preparing the religious studies and researches for publishing proposed in media outlets.
  5. Issuing the Religious Magazine.
  6. Religious controlling over the Holy Qur'an,different religious publications, and the audio-visual media outlets.
  7. Preparing arrangements required for pilgrims travelling to the Holy Lands.
  8. Preparing publications and holding seminars to help and identify pilgrims Hajj rituals.
  9. Selecting and training Mosques' Imams and preachers.

This division comprises the following departments:
(A) Coordination and Follow-up Department: is specialized in the following:
  1. Receiving and recording incoming correspondences of the Directorate and distributing them to the departments.
  2. Taking actions related the works.
  3. Preparing the meetings attended by the Director General and following- up their results.
  4. Organizing the works and keeping the correspondences and other papersand documents.
  5. Printing the internal warrants and transactions of the Directorate.
  6. Following up the completion of subjects referred by the Director General to the competent departments and authorities.
  7. Preparing a monthly report on the Directorate' achievements and submitting it to the Director General.

(B) Preaching Department: is specialized in the following:
  1. Developing theoverall plan for preaching and guidance in the Sultanate.
  2. Selecting the preachers and religious leaders working in the Sultanate.
  3. Preparing periodical and daily programs for preachers.
  4. Granting permits to preachers and religious guides in the Sultanate.
  5. Following up the work of preachers and religious guides and working to guide them.
  6. Organizing and supervising the works of female religious guides, evaluating their performance and developing the plans ought to improve the works of women's guidance.

This division includes the following departments:
  1. Department of preaching and guidance: is specialized in the following:
  2. Preparing the overall plan for preaching and religious guidance in the Sultanate.
  3. Preparing daily and periodical programs for preaching and guidance, and identifying the preachers and religious guides to implement these programs.
  4. Supervising the educational and instructional courses on TV & Radio army, the units of police and army and others in coordination with the Department of Religious Information.
  5. Preparing the records organized for the department's work.
  6. Granting non-objection permits for the works of preachers and religious guides in the Sultanate.

Guidance and Follow-up Department: is specialized in the following:
  1. Following up the completion of daily and periodical programs for preaching and guidance.
  2. Organizing the works of preachers and guides and following up their implementation.
  3. Making sure that there are permits for the preachers and their commitment to the lessons schedules.
  4. Preparing reports on the performance of preachers and religious guides,and submitting it to the Director General of the Directorate.

Women's guidance Department:
  1. Studying the needs of department of female guides.
  2. Organizing the affairs of female guides and working on their developmentand abilities of the necessary scientific needs.
  3. Preparing women's counseling plans and following up on their completion.
  4. Developing the performance of women's religious status.
  5. Instilling the religious values in the family, highlighting their role in constructing the society and promoting them according to tradition Islamic teaching.
  6. Contributing in the supervision' works of all religious materials and otherwomen's caucuses and programs that are important to women religiously.
  7. Organizing lectures and lessons related to women in Mosques and in their gathering places.
  8. Developing the role of woman in the field of memorizing and studying the Holy Qur'an, organizing the competitions in this field coordinate with the Department of Holy Qur'an Schools at the General Directorate for the affairs of Mosques and Holy Qur'an Schools.
  9. Holding cultural seminars for new Muslims to identify them the proper performance of the Islam' pillars, relationships, the tolerance of Islamic religion in coordination with the competent departments of the Ministry.
  10. Evaluating the performance of female guides and preparing a report to be submitted to the department' director.
  11. Preparing a monthly and annual report about the works of departmentto be submitted to the department' director if needed, coupled with the proposals of performance development.
  12. Using the records required to evaluate the works of department.

(C) The Department of Religious Researches: is specialized in the following:
  1. Preparing the religious studies and researches about the issues that are interestedto the society.
  2. Spreading the results of religious researches in the various media outlets.
  3. Preparing the religious the Ministry' library and providing it with books, periodicals, and all modern publications in the fields of Ministry' works.

This division includes the following departments:
  1. Department of Religious Studies: is specialized in the following:
  2. Preparing the religious studies and researches that address all different issues and the problems of society resulting from life's updates.
  3. Preparing the researches and studies on Islamic bodies and organizations, and participation in the preparation of working papers provided by the Ministry in the international or regional religious conferences and seminars.
  4. Publishing the results of researches and studies in the different media outlets.
  5. Providing the ministry's departments with researches and studies that benefit them in their work.
  6. Receiving the researches, documents and studies issued by regional or international Islamic organizations, providing the library with them and determining how to benefit from researches or studies that are matchwith the Omani society.

Library Section: is specialized in the following:
  1. Arranging and cataloguing the Ministry library' books according to the human classification applicable in this field.
  2. Providing the library with modern booksand publications in the fields of Ministry's work and public administration.
  3. Preparing and developing an effective system that ensures the utilization of this library, and facilitating the access to its contents internally and externally.
  4. Achieving the important Ministry' records and documents inside particular stores ensuring their preservation from tampering and damage.
  5. Using the cards and records of the library' contents, internal and external borrowings and recording them up-to-date.
  6. Preparing a monthly report in term of the numbers of new books, the library' visitors, and the external borrowings and proposals related to the improvement and development.

(D) The Department of Religious Information: is specialized in the following:
  1. Preparing the plans, programs and projects of religious media and supervising their implementation in concert with the competent authorities.
  2. Following- up the completion of religious information programs in concert with the competent authorities.
  3. Documenting the activities organized by the Ministry and opening its files and records to be arranged.
  4. Organizing the works of religious control on all stuff and others.
  5. Issuing the religious magazine, periodicals and other booklets required to demonstrate the Ministry' activity.
  6. Translating the lectures, seminars, publications and what is published about Islam.

This division includes the following departments:
Information and Translation Department: is specialized in the following:
  1. Providing the various media outlets with the entire Ministry' news and its various bodies that are important to the community.
  2. Addressing and coordinating the media institutions in order to cover the religious events and proceedings that occur in the country.
  3. Registering the lectures and symposia held in the Sultanate and preparing them for broadcasting, of alldifferent types.
  4. Preparingthe different religious programs, and working to broadcast them.
  5. Preparing the religious events' programsto be broadcasted.
  6. Providing the religious institutions with the newspapers and magazines.
  7. Issuing a monthly bulletin covering the religious news throughout the month in coordination with the competent authorities.
  8. Translating all the reports, lectures, seminars and other foreign languages into Arabic language and vice versa.
  9. Translating the religious monthly publications into foreign languages to benefit the most Muslims.
  10. Translating what is published about Islam in term of researches, studies and others of the international organizations and Islamic bodies.

Department of Religious Supervision:
  1. Controlling on the Holy Qur'an printed inside and outside the Sultanate by checking the entire Qur'an, and making sure that there is no typographical or linguistic errors.
  2. Controlling onthe religious books, reports and Islamic researches to ensure that they is no offense for Islamic values before publishing or distributing in the Sultanate.
  3. Controlling on the religious programs, serials, films, plays and speeches broadcasted by different media outlets, ensuring that they is no offense to Islamic, Sharia and moral values.
  4. Controlling on the religious subjects and articles published in the newspapers and magazines issued in the Sultanate or coming from abroad to ensure that they is no prejudice to the Islamic values and behavior.
  5. Preparing records and files for keeping the reports related to religious supervision.

Magazine Department: is specialized in the following:
  1. Preparing the scientific, cultural, intellectual and literary materials required for the journal.
  2. Making contact with religious writers and scholars in order to publish their Islamic articles and researches in the magazine, and receiving messages related to the magazine' subjects.
  3. Preparingthe technical specifications for printing the magazine.
  4. Preparing the necessary agreements for printing, publishing and distributing the magazine.
  5. Following- up the printing stages and reviewing the magazine finish.
  6. Making the technical and linguistic review of the magazine before the final printing stage.
  7. Coordinating with the various media outlets in term of the publication and distribution of the religious magazine.
  8. Preparing the perceptions and proposals on the magazine and the ways to develop them.

(E) Department of Hajj Affairs and Campaigns: is specialized in the following:
  1. Preparing and arranging the travel of Omani Hajj mission to the Holy Lands.
  2. Preparing the necessary systems for the Hajj season.
  3. Preparing the brochures, booklets and tapes required to guide pilgrims on how to make the Hajj.
  4. Registering the owners of Hajj campaigns and monitoring their works.
  5. Organizing seminars that help pilgrims to make the Hajj rituals.

Department of Hajj Affairs: is specialized in the following:
  1. Preparing and developing the necessary systems for the Hajj season.
  2. Registering the pilgrims and keeping their records, organizing their travel to the Holy Lands according to the instructions of the Hajj Affairs Committee.
  3. Preparing for the travel of Omani pilgrimage mission and organizingits accommodation in the Holy Lands.
  4. Providing the pilgrims with the instructions and guidelines that will help them in the rituals of Hajj and the accommodation in Holy Land.
  5. Preparing and printing the flyers, guide tapes, Hajj and Umrahhandbook and distributing them to pilgrims.
  6. Organizing the seminars that help pilgrims to make the rituals of Hajj and Umrah.
  7. Preparing the annual statistics and diagramsabout the numbers of pilgrims in different seasons.
  8. Using the financial and treasury books required for the department 'works.

Department of Pilgrimage Campaigns: is specialized in the following:
  1. Preparing records with the numbers Hajj campaigns 'owners.
  2. Registering thenew campaigns' owners and applicants to transport pilgrims, and studyinghow these issues meet the required conditions .
  3. Issuing permits for Hajj campaign'owners in order to back their work and pulling the license from those who violate the established instructions and regulations.
  4. Organizing the dates of meetings related to Hajj campaign owners with the Ministry's officials.
  5. Supervising and monitoring the works of campaigners 'owners as well solving their problems if possible.

(F) Department of Imams and preachers: is specialized in the following:
  1. Determining the needs of Mosques in term of Imams and preachers, and developing the plans and programs required to meet these needs.
  2. Selecting Imams and preachers whether by appointment, transfer or volunteering, following up their work, direction them and issuing the necessary permits.
  3. Coordinating with the competent departments to train Imams and Preachers and holdingthe seminars in this field.
  4. Receiving speeches from clerks including Imams and others, selecting the proper ones in concert with the Department of Religious Research at the General Directorate of Preaching and Guidance.
  5. Supervising the distribution of Friday'Sermons and holidays at the right time.

This division includes the following departments:
(A) Department of Imams and Preachers: is specialized in the following:
  1. Determining the needs of Mosques in term of Imams and Preachers.
  2. SelectingImams and Preachers whether by appointment, transfer or volunteering.
  3. Issuing the permits required for Imams and Preachers after coordinating with the competent authorities.
  4. Developing the plans required to meet the needs of Mosques in term of Imams and Preachers.
  5. Proposing the distribution of new Imams and Preachers to Mosques depending on priority, population density and sectarian compatibility.
  6. Assisting Imams and Preachers in their functional affairs, and issuing the approvals required for them.
  7. Coordinating with the competent departments concerning the usual leave of the appointed Imams and Preachers.
  8. Doing the tasks and functions assigned to the department related to its competences.
  9. Creating the records and files required for the department's work.

Supervision and Guidance Department: is specialized in the following:
  1. Supervising the work of Imams and Preachers and providing the proper proposals to develop these works.
  2. Proposing the mobility among Imams and Preachers according to the interests of work and stability' achievement.
  3. Coordinating with the competent departments in order to train Imams and Preachers and developing the plans required for this.
  4. Following- up the commitment of Imams and Preachers withtheir circulars and publications issued by the Ministry to be not change their sermons prepared by them.
  5. Supervising the records and files of Mosques,thedepartment head' signature in the visit'bookand his observations by time and date.
  6. Informing Imams and Preachers the publications and circulars issued by the Ministry in concert thecompetentdepartments.
  7. Directing Imams and Preachers and making them aware of the demands and duties of the job to keep its dignity and proper conduct.
  8. Proving the irregularities of Imams and Preachers and if anyone make interrupt from work and informing the competent authorities of the ministry to take the necessary actions.
  9. The duty assigned by the department is related to its functions.
  10. Establishing registersand files required to the department' work.

Sermons Department: is specialized in the following:
  1. Receiving Friday' sermons and holidays from the clerks ofImams and others, or preparing them by the department.
  2. Coordinating with the Religious Research Department of Religious Research Section and other experts in order to select and review the propersermon.
  3. Printing numbers of sermons enough for Imams and Preachers and distributing them in ways that ensure their arrival before throwing time.
  4. Collecting sermons in an annual booklet to be inside the Mosque' library.
